Phase I Environmental Site Assessment <br />Riverside Conoco <br />1350 Myers Avenue <br />Batesville, Arkansas <br />This Phase I ESA, which is based on the visual site inspection, owner interview, and a <br />review of available regulatory and historical records, has revealed one (1) recognized <br />environmental condition (REC) in connection with the subject property. <br /> <br />REC <br />The subject property is a retail gasoline service station with two (2) underground <br />storage tanks containing petroleum products. Retail gasoline service stations are <br />typically considered higher risk properties. The risk associated with maintaining and <br />selling petroleum from USTs on the subject property is compounded by the <br />abandonment of the operation. Currently there are two (2) unresolved violations <br />against the subject property's storage tank permit. One of the violations is for failure <br />to provide release detection documentation. Failure to monitor a tank system for a <br />release has the potential to allow a release to go undiscovered, exacerbating the <br />problem. In addition to the violations, DEQ noted that the tanks were both low on <br />fuel: at that time, Tank #1 had 8 inches of product and Tank #2 had 9 inches of <br />product. Being in place with low fuel creates a risk that the tanks will float, causing <br />damage to the piping and allowing a release to occur. No evidence of a release was <br />reported in that compliance evaluation, and evidence of a release was not observed <br />during the site reconnaissance for this assessment. However, the tank system being in <br />place with low fuel is considered a material threat of a release. <br />2 <br />
