Lemployment must not be of a nature that negatively affects the image of the City, <br /> resulting in embarrassment, legitimate and reasonable criticism, or of a type that <br /> may be construed by the public to be an official act of the City or in any way <br /> violate these policies. City uniforms shall not be worn during outside <br /> employment unless approved in advance by the employee's supervisor. <br /> All outside employment must have approval from the employee's Supervisor in <br /> writing and placed in the employee's personnel file, prior to accepting other <br /> employment. <br /> J. PROMOTIONS AND TRANSFERS <br /> When an opening occurs in a department, the Mayor/Supervisor will have the job <br /> posted on bulletin boards and all employees are eligible to apply by completing <br /> the "Internal Job Application" form and submitting it to the Supervisor/City Clerk's <br /> office. If employees feel it would be to their advantage, they may fill out a new <br /> employment application to add any training or experience they may have gained <br /> since filling out the original form. <br /> The Supervisor/Mayor/City Clerk will first screen the applicants, based on <br /> knowledge, skills, and abilities, narrowing the candidates to the best qualified. <br /> The Supervisor/Mayor/City Clerk will then interview the top candidates and <br /> together will select the person to fill the position. At the discretion of the Mayor <br /> �r this process may be delegated to his designee. <br /> If no employees post for the job, or if the Supervisor/Mayor/City Clerk find no <br /> employees qualified to fill the position, the job may be left vacant or filled from <br /> outside applicants. Filling openings from outside applicants is always at the <br /> discretion of the Mayor if a more qualified person is available. <br /> K. CERTIFICATES AND LICENSES <br /> Each licensed employee is responsible for meeting the requirements of the <br /> respective licensing organization in order to obtain or to maintain their license. <br /> All City employees who drive a City vehicle must have a valid driver's license and <br /> provide the City Clerk with a current copy. Each time the employee's license is <br /> renewed, a current copy of the license must be filed in the Clerk's office. <br /> Some departments and employee positions require Class A Commercial Driver's <br /> Licenses (CDL's). Positions requiring CDL's must obtain such license within 90 <br /> days of employment. <br /> Any employee who fails to report any driver's license status change to the City <br /> Clerk's office before operating a City vehicle is subject to disciplinary action. <br /> 6 <br />
