Mr. Abbott <br />explained that the castle is a one-of-a-kind display and can only be purchased <br />from Artistic Holiday Designs. The cost is approximately $75,400.00. Mr. Abbott <br />asked to borrow the monies from the Utility Department and pay it back from the <br />Christmas proceeds over the next 3 to 5 years. Councilmember Bryant <br />introduced the ordinance to waive competitive bidding for the Christmas Castle <br />display. Councilmember Bennett moved to suspend the rules and read the <br />ordinance by title only. Councilmember Matthews seconded and the electronic <br />roll call count was 7 for and 0 against.
