. Buffer means a permanently natural or landscaped area serving to separate two different land uses or <br /> developments. <br /> Building means the same as "Structure." <br /> Building line means the line within a property which defines a minimum horizontal distance to be <br /> provided between a building and the adjacent property line. <br /> "C"factor means a coefficient of roughness whose value depends upon the character of the surface over <br /> which water is flowing. <br /> Capital improvement program means a proposed schedule of all future projects listed in order of <br /> construction priority, together with cost estimates and anticipated means of financing each project. All <br /> projects require the expenditure of public funds, over and above the city's annual operating expenses for <br /> the purchase,construction or replacement of the city's physical assets. <br /> City engineer means a professional engineer registered to practice in the state of Arkansas and employed <br /> by the City or serving on behalf of the City. <br /> Commercial subdivision means a tract or parcel of land for commercial uses as defined in the zoning <br /> ordinance. <br /> Commission means the city planning commission. <br /> • Crosswalk means a strip of land dedicated for public use which is reserved across a block for the purpose <br /> of providing pedestrian access to adjacent areas. <br /> Cul-de-sac means a local street with only one outlet and having an appropriate terminus for the safe and <br /> convenient turnaround or reversal of traffic movement. <br /> Easement means authorization by a property owner for the use by another and for a specified purpose of <br /> any designated part of his property. <br /> Engineer means a professional engineer registered to practice in the state. <br /> Expressway means any divided street or highway with no access from abutting property and which has <br /> either separated or at-grade access from other public streets and highways. <br /> Freeway means any divided street or highway with complete access control and grade-separated <br /> interchanges with all other public streets and highways. <br /> Frontage road means a street parallel to and adjacent to an expressway, freeway or arterial, which <br /> provides access to abutting properties. <br /> Grade means the slope of a road, street or other public way, specified in percentage terms. <br /> Health department means the county health department and/or state board of health. <br /> • Industrial subdivision means a tract or parcel of land for industrial uses as defined in the zoning <br /> ordinance. <br /> - 146 - Batesville Subdivision Regulations <br />
