Plat, final, means a finished drawing showing completely and accurately all legal and engineering <br /> information required in this chapter and including the bill of assurance. <br /> Plat, preliminary, means the preliminary drawings, described in this chapter, indicating the proposed <br /> manner or layout of the subdivision to be submitted to the planning commission for review,and including <br /> the preliminary bill of assurance. <br /> Rational method means a method to calculate rate of flow from the contributing watershed which is based <br /> on the following formula: Where Q=CIA, and <br /> Q=Rate of flow in cubic feet per second(cfs) <br /> C=Coefficient of roughness(see tables 1 and 2,section 3.9 Storm Drainage) <br /> I=Intensity of rainfall for the design storm and design time of concentration in inch per hour <br /> A=Area of contributing watershed in acres <br /> Re-subdivision means a change in a map of an approved or recorded subdivision plat and requiring <br /> approval by the planning commission. <br /> Right-of-way,public, means a strip of land which is owned by the public or is dedicated or deeded to the <br /> public for use as, or maintenance of, street, crosswalk, railroad, or utility service, which may be <br /> delineated on the final plat or acquired by other legal means. <br /> Service easement means a recorded easement used by public utilities for the purpose of installation and <br /> maintenance of facilities or used by the public as a means of vehicular access to commercial, office, <br /> • industrial and multifamily developments. <br /> Staff means the mayor, city planner, city engineer, building inspector, administrative assistant to the <br /> planning commission and others who may be named by the city council. <br /> Street, arterial, means any street designed primarily to(primary arterial) serve as a connecting link for <br /> central business districts, suburban residential areas and other road systems in the area, providing <br /> corridors which connect cities and form an integrated statewide network. And also(minor arterial),means <br /> any street designated primarily to function as the interconnecting system in an urban area. <br /> Street, boundary, means an existing or proposed public street or street right-of-way abutting or sharing a <br /> common property line with a tract of land to be developed or subdivided. <br /> Street, collector, means any street designed primarily to function as a link to local streets with higher <br /> capacity arterial streets. A secondary function is to provide access to the major centers of <br /> commercial/industrial activities,and to educational and recreational centers of an urban area. <br /> Street, minor commercial, means a commercial cul-de-sac not greater than 300 feet in length. <br /> Street, minor residential, means loop and cul-de-sac streets not exceeding 750 feet in length in the case of <br /> the latter and 1,500 feet in the case of the former and providing access to not more than 35 single-family <br /> units. <br /> Street,private, means a cul-de-sac or loop street built to public street standards, but specifically allowed <br /> • as a private street by the planning commission. <br /> Street, public, means a dedicated and accepted right-of-way for vehicular traffic which affords the <br /> principal means of access to abutting property. <br /> - 148 - Batesville Subdivision Regulations <br />
