0 extraterritorial jurisdiction may be vacated by action of the appropriate county authority. The owner <br /> of lands for which a request for vacation is filed and granted shall provide the appropriate documents <br /> to the county recorder to carry out the vacation order. <br /> (b) Upon recordation, such vacation shall have the effect of divesting the public of all rights in the streets, <br /> alleys,public areas and dedications laid out for describing in such plat. <br /> (c) When lots have been sold, the plat may be vacated in the manner established in this chapter provided <br /> the owners of all lots join the plat vacation application. <br /> Section 15.02.06. Filing fees <br /> Filing fees for all sections of this chapter shall be those established from time to time by the city council. <br /> The filing fee shall cover the initial review and follow-up review. Any additional reviews will be charged <br /> to the applicant and shall be paid before the final plat will be approved. <br /> Secs. 2.7—2.19.Reserved. <br /> Section 15.02.07.—Section 15.02.19. Reserved <br /> Division 2. Application for Approval <br /> Section 15.02.20. Generally <br /> The application procedure and approval process for subdivision development shall be accomplished in <br /> • four stages. <br /> (a) The first step consists of a pre-preliminary conference, optional for subdivisions ten acres or less and <br /> mandatory for subdivisions larger than ten acres. Such preapplication procedure shall involve an <br /> informal discussion with the staff and the submittal of a sketch plan. <br /> (b) The second step involves preparation of a preliminary plat by the applicant for consideration and <br /> approval by the planning commission. This document is designed to show the proposed subdivision <br /> in sufficient detail to indicate its workability in all respects, but not in final form, with all the details <br /> fully computed.A subdivider proposing to subdivide within the territorial jurisdiction of the city shall <br /> not proceed with any construction work on the proposed subdivision, including grading, before <br /> obtaining preliminary plat approval. <br /> (c) The third step involves submittal of a final plat conforming to the preliminary plat. This step shall be <br /> initiated within 12 months after approval of the preliminary plat by the planning commission unless <br /> construction work is actively progressing, in which case the preliminary approval remains valid. The <br /> final plat is a completed document incorporating engineering specifications in a form, required for <br /> legal recordation and sale of lots. No subdivision plat or any plat shall be recorded prior to obtaining <br /> final plat approval from the planning commission, nor shall the subdivider convey title to any lot <br /> before obtaining final plat approval. <br /> (d) The fourth step involves acceptance of all public dedications as prescribed by either the city council <br /> or the county,determined by appropriate area. <br /> • Section 15.02.21. Preapplication procedure <br /> (a) Submission of sketch plans.
