• objectives and standards of this chapter and all required information is contained on the plat, <br /> the planning commission shall certify its approval of the plat, making proper notation on the <br /> original tracing of the plat,and permit the plat's recording in the office of the circuit clerk. <br /> (c) Lot splits. <br /> (1) General intent and definition. The planning commission shall approve or disapprove lot splits <br /> where a single lot, tract or parcel is being split into two lots. The minimum lot size shall be <br /> governed by the lot size specified by the zoning classification of the subject property. <br /> (2) Application of procedure. A request for a lot split approval shall be made by the owner of the <br /> land to the planning commission. Four copies of a drawing to scale of the lot involved if there <br /> are no structures on the lot, or if structures are located on any part of the lot being split, four <br /> copies of a survey of the lot and the location of the structures on the lot, together with the <br /> precise nature, location and dimensions of the split,shall accompany the application. <br /> (3) Approval guidelines. Approval or disapproval of lot splits shall be given based on the following <br /> guidelines: <br /> a. No new street or alley is required. <br /> b. No vacation of streets, alleys, setback lines, access control or easements is required or <br /> proposed. <br /> • c. Such action will not result in any significant increases in public service requirements, nor <br /> will it interfere with maintaining existing public service levels. <br /> d. There is adequate street right-of-way as required by this chapter and the master street plan. <br /> e. All easement requirements have been satisfied. <br /> f Both lots created by such split shall have direct access to a public street according to the <br /> provisions of this section. <br /> g. No substandard sized lots or parcels shall be created. <br /> h. Such action will not result in a lot being split into more than two tracts. <br /> (4) Approval. The planning commission, shall, in writing,either approve, conditionally approve, or <br /> disapprove the proposed lot split within 30 days of application. If approved and after all <br /> conditions have been met, the chairman shall sign and furnish a certified copy of the split; and <br /> it shall be submitted by the applicant for recordation with the circuit clerk. One copy of the <br /> final recorded plat shall be furnished by the applicant to both the planning commission and the <br /> city clerk. <br /> (d) Planned unit development. The planned unit development process is especially designed to combine <br /> preliminary and final plats into a single streamlined procedure as a means of facilitating the development <br /> approval process.
