directed to an abutting property, the minimum distance from the point of discharge to a side <br /> yard property line shall be one foot less than the minimum side yard setback requirement as <br /> determined by the Zoning Ordinance. The minimum distance from the point of discharge to a <br /> rear yard property line shall be ten feet. <br /> Section 15 0310 Commercial/office and Planned Commercial Development subdivisions <br /> (a) Generally. In addition to the principles and standards in this chapter, which are appropriate to the <br /> planning of all subdivisions, the subdivider shall demonstrate to the satisfaction of the planning <br /> commission that the street, parcel and block pattern of all proposed commercial/office and Planned <br /> Commercial Development (PCD) subdivisions are adapted to the uses anticipated and that the <br /> prospective physical impact on adjacent areas has been taken into account. The following general <br /> principles and standards shall be observed: <br /> (1) a. Commercial/office and PCD subdivisions abutting residential subdivisions or areas zoned <br /> for residential use shall protect such areas from potential nuisances by providing a <br /> minimum forty-foot (40') buffer strip and a six-foot fence. In those instances where <br /> drives or parking are proposed for intrusion into the buffer strip, a minimum of 15 feet <br /> shall be retained in its natural state. <br /> b. If ground cover or trees are sparse or have been removed, the 15-foot strip shall be <br /> replanted with cover of the type natural to the area. No building, outside storage or <br /> sanitation equipment shall be permitted within the 15-foot area. <br /> • c. The fence shall be constructed of wood or masonry materials, in compliance with other <br /> relevant city ordinances and regulations and extends along the entire property line <br /> common to single-family use or zoning. <br /> (2) The planning commission shall require the subdivider to file a proposed subdivision phasing <br /> plan providing for continuity of development and individual phases of reasonable proportions. <br /> Single lot final plats and plats which create discontinuity within the development may be <br /> prohibited by the planning commission. <br /> (3) For commercial/office and PCD subdivisions not greater than 20 acres in size, all boundary <br /> street improvements shall be completed in conjunction with the initial phase of the staging plan. <br /> (b) Boundary streets. Boundary streets abutting a proposed commercial/office subdivision shall be <br /> developed in accordance with the master street plan.
