City Council Meeting <br /> Stine 10.2025 <br /> Page 2 of 4 <br /> NEW BUSINESS <br /> A) POLICE DEPARTMENT REPORT <br /> Chief John Scarbrough addressed the council for his monthly department report. <br /> Chief Scarbrough informed the council of a decrease in calls and accidents for <br /> the month of May. He stated there was a break-in at AT&T and they were able to <br /> locate the suspect. <br /> B) FIRE DEPARTMENT REPORT <br /> Chief Mark McCollum addressed the council for his monthly department report. <br /> He stated there was 41 total calls in May with one structure fire. They performed <br /> 13 rescues and 232 inspections. <br /> C) CITY ENGINEER REPORT <br /> Mr. Damon Johnson addressed the council with his monthly report. He informed <br /> the council the city has limited authority over jobs performed by utility <br /> contractors like AT&T. He encouraged citizens to pressure for proper repairs if <br /> needed. He gave an update on the progress of the roundabout. There is <br /> substantial dirt work and some utility lines that will be moved. The Water <br /> Treatment Plant is moving forward with concrete work being performed and the <br /> parks project is also progressing. There is a ribbon cutting ceremony for the <br /> groundbreaking later this month. <br /> D) CONSIDER AN ORDINANCE ADOPTING THE POLICE <br /> DEPARTMENT POLICY MANUAL <br /> Councilmember Fredricks introduced the ordinance. A motion was made by <br /> Councilmember Hinkle, seconded by Councilmember Bennett to suspend the <br /> rules and read the ordinance by title only. The electronic roll call was 7 for, 0 <br /> against. Mr. Meitzen read the ordinance by title only. A motion was made by <br /> Councilmember Hinkle, seconded by Councilmember Bennett to further suspend <br /> the rules and waive the second and third reading. The electronic roll call was 7 <br /> for,0 against. A motion was made by Councilmember Fredricks, seconded by <br /> Councilmember Hinkle to adopt the ordinance. The electronic roll call was 6 <br /> for, 1 against(Roberts). A motion was made by Councilmember Reeves, <br /> seconded by Councilmember Fredricks to adopt the emergency clause. The <br /> electronic roll call was 6 for, 1 against(Roberts). The ordinance was given# <br /> 2025-06-01. <br /> E) CONSIDER A RESOLUTION TO ENDORSE LACROIX OPTICAL <br /> PARTICIPATING IN THE TAX BACK PROGRAM <br /> Councilmember Bennett introduced the resolution. A motion was made by <br /> Councilmember Fredricks, seconded by Councilmember Bennett to suspend the <br /> rules and read the resolution by title only. The electronic roll call was 7 for,0 <br /> against. Mr. Meitzen read the resolution by title only. A motion was made by <br /> Councilmember Reeves, seconded by Councilmember Fredricks to approve the <br /> resolution. The electronic roll call was 7 for, 0 against. The resolution was <br /> given#2025-06-01-R. <br />
