MINUTES OF COUNCIL <br /> AUGUST 25, 201 <br /> The Batesville City Council met in Special Session on August 25th at 5:30 P.M. <br /> at the University of Arkansas Community College in Batesville's Independence Hall. <br /> Mayor Rick Elumbaugh called the meeting to order. Cemetery / Landscaping <br /> Supervisor Jonathan Abbott gave the invocation. Upon roll call, the following <br /> councilmembers answered present: Chris Beller, Tommy Bryant, Margarett Henley, <br /> Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the <br /> City Attorney Lindsey Castleberry and City Clerk Denise Johnston. Councilmember <br /> Fred Krug was absent. Mr. Don Zimmerman with the Arkansas Municipal League was <br /> also present. <br /> Councilmember Bryant moved to approve the prepared agenda. Councilmember <br /> Henley seconded and all voted for. <br /> NEW BUSINESS <br /> A) CONSIDER AN ORDINANCE CALLING AN ELECTION TO SUBMIT TO THE <br /> VOTERS OF BATESVILLE AND OTHER AFFECTED CITIZENS THE QUESTION <br /> OF ANNEXATION OF CERTAIN LANDS SOUTH OF WHITE RIVER <br /> Mayor Elumbaugh introduced Mr. Don Zimmerman, Executive Director for the <br /> Arkansas Municipal League. The Mayor said Mr. Zimmerman is an expert in <br /> Municipal Law and is here to help answer questions throughout the meeting. Mr. <br /> Zimmerman gave a few brief remarks on the process of annexation. Mayor <br /> Elumbaugh then gave a few remarks on when the proposed annexation process <br /> began and his vision for the community. At that time, the Mayor opened the floor <br />
