Councilmember Bryant moved to suspend the rules and read the <br /> ordinance by title only. Councilmember Hubbard seconded. The roll call vote <br /> was 4 for (Beller, Bryant, Henley and Hubbard) and 3 against (Matthews, Poole <br /> and Shetron). The motion failing, Mr. Castleberry read the ordinance in full. The <br /> Mayor opened the floor for council comments. There being none, <br /> Councilmember Bryant moved to further suspend the rules and waive the second <br /> and third readings. Councilmember Henley seconded and the roll call vote was 6 <br /> for and 1 (Matthews) against. Motion carried. Councilmember Bryant moved to <br /> adopt the ordinance. Councilmember Henley seconded. The roll call vote was 5 <br /> for (Beller, Bryant, Henley, Hubbard and Shetron) and 2 (Matthews and Poole) <br /> against. With 6 votes needed to pass the ordinance, Mr. Zimmerman said State <br /> law ACA 14-43-501 authorizes the Mayor to vote if his vote is needed to pass an <br /> ordinance. Mayor Elumbaugh voted yes, therefore the motion passed, 6-2. The <br /> ordinance was given #2014-08-01. <br /> ADJOURNMENT <br /> There being no further business, Councilmember Bryant moved that the meeting <br /> be adjourned.
