MINUTES OF COUNCIL <br /> DECEMBER 17, 2013 <br /> The Batesville City Council met in regular session on December 17, at 5:00 PM <br /> at the Municipal Building. Mayor Elumbaugh called the meeting to order. <br /> Cemetery/Landscape Supervisor gave the invocation. Upon roll call, the following <br /> council answered present; Tommy Bryant, Margarett Henley, Paige Hubbard, Fred <br /> Krug, Chris Poole, and David Shetron. Also present were the City Clerk and the City <br /> Attorney. Councilmembers Insell and Matthews were absent. <br /> Councilmember Bryant moved to approve the minutes from the previous <br /> meeting. Councilmember Henley seconded and all voted for. <br /> Councilmember Bryant moved to approve the prepared agenda. Councilmember <br /> Henley seconded and all voted for. <br /> CITIZENS COMMENTS <br /> None <br /> UNFINISHED BUSINESS <br /> None <br /> NEW BUSINESS <br /> A) CONSIDER A RESOLUTION TO ENTER INTO A LEASE-PURCHASE <br /> AGREEMENT WITH BANCORPSOUTH FOR THE PURCHASE OF TWO <br /> COMMERCIAL SANITATION TRUCKS <br /> Councilmember Shetron introduced a resolution to enter into a lease- <br /> purchase agreement with BancorpSouth for the purchase of two <br /> commercial sanitation trucks. Mr. Castleberry read the resolution in full. <br /> Councilmember Shetron moved to adopt the resolution and <br /> Councilmember Bryant seconded. The roll call count was 6 for and 0 <br /> against. The resolution was given #2013-12-1-R. <br /> B) CONSIDER AN ORDINANCE TO PROVIDE ACCESS TO HEALTH BENEFITS <br /> FOR RETIRED MUNICIPAL EMPLOYEES <br /> Councilmember Shetron introduced an ordinance to amend the <br /> requirements for retired municipal employees to continue on the municipal heath <br /> insurance plan. The current state law, Act 644 of 1995 permits any municipal <br /> employee age 55 or over who has completed 20 years of service to continue to <br /> participate in the municipality's health care plan. The proposed ordinance <br /> amends the current requirement to add that an employee can retire at any age <br /> after completing 27 years of service and continue to participate in the <br /> municipality's health care plan. Councilmember Bryant moved to suspend the <br /> rules and read the ordinance by title only. Councilmember Shetron seconded <br /> and the roll call count was 6 for and 0 against. Mr. Castleberry read the <br /> ordinance by title only. Councilmember Bryant moved to further suspend the <br /> rules and waive the second and third readings. Councilmember Shetron <br /> seconded and the roll call count was 6 for and 0 against. Councilmember Bryant <br /> moved to adopt the ordinance and Councilmember Shetron seconded. The roll <br /> call count was 6 for and 0 against. The ordinance was given #2013-12-1. <br /> C) ENGINEER'S REPORT <br />
