The council considered the levying of the 2011 real and personal property taxes. <br /> The proposed millage rate was unchanged from 2010 of 5 mills for City General <br /> and .4 mills for Firemen's Pension. Councilmember Bryant moved to approve <br /> the proposed millage rates and Councilmember Matthews seconded. All voted <br /> for. <br /> C) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO APPLY FOR A <br /> GIF COMMUNITY ENHANCEMENT GRANT TO CONSTRUCT A NEW <br /> CONCESSION STAND AT NORTH COMPLEX <br /> Councilmember Insell introduced a resolution authorizing the Mayor to submit an <br /> application request to the Arkansas Rural Development commission for a GIF <br /> Community Enhancement Grant. The grant will be approximately $22,000 for the <br /> purpose of helping with the cost of constructing a new concession stand at the <br /> North Complex. Ms. Johnston read the resolution in full and Councilmember <br /> Bryant moved to adopt the resolution. Councilmember Henley seconded and the <br /> roll call count was 8 for and 0 against. The resolution was given #2011-10-01-R. <br /> D) CONSIDER A RESOLUTION IN SUPPORT OF THE PASSAGE OF THE 2011 <br /> INTERSTATE REHABILITATION PROGRAM AT THE NOVEMBER 8, 2011 <br /> SPECIAL ELECTION <br /> Mr. Mark Lamberth addressed the council to encourage their support for the <br /> 2011 Interstate Rehabilitation Program which will be voted on by the people at a <br /> special election on November 8, 2011. Mr. Lamberth explained the benefits of <br /> the program and how vital our state highways are for the economic development <br /> from business, industry and tourism.
