Mayor Elumbaugh said he would like to postpone the consideration of the <br /> proposed ordinance banning the use of air compression (Jake Brakes) until <br /> further information is gathered. <br /> G) ENGINEER'S REPORT <br /> City Engineer Damon Johnson addressed the council with his engineer's report. <br /> Mr. Johnson brought the council up to date on the construction at the <br /> Wastewater Treatment Plant and other departments throughout the City. <br /> H) EXECUTIVE SESSION <br /> Councilmember Bryant moved to go into executive session. Councilmember <br /> Insell seconded and all voted for. <br /> Upon returning from executive session, Councilmember Bryant moved to appoint <br /> Dr. Scott Roulier to the Planning Commission. Councilmember Shetron <br /> seconded and all voted for. Dr. Roulier will replace Mr. Brad Webb who moved <br /> out of the City limits. His term will expire June 10, 2013. <br /> 1) REVIEW OF THE SEPTEMBER 2011 PAID BILLS REPORT <br /> The council was given a copy of the September 2011 paid bills report for review. <br /> MAYOR COMMENTS <br /> Mayor Elumbaugh said the City recently opened bids for two new residential rear <br /> load sanitation trucks and one new front load commercial sanitation truck. The City <br /> received one bid for the two residential trucks. The bid from Truck Centers of Arkansas <br /> was for $124,003.00 per truck. Two bids were received for the commercial truck. Truck <br /> Centers of Arkansas, $212,042.00 and Truck Component Services, $214,047.15. After <br /> a review of the bids Mayor Elumbaugh said Sanitation Supervisor Marty Thompson <br />
