Councilmember Bryant moved to waive the rules and read the ordinance by title only. <br /> Councilmember Insell seconded and the roll call count is 8 for and 0 against. Mr. Stalker <br /> read the ordinance by title only. The Mayor opened the floor for discussion. There being <br /> none, the Mayor said the ordinance will be place on the next meeting's agenda for the <br /> third and final reading. <br /> NEW BUSINESS <br /> A) DISCUSS PROPOSED AMENDMENTS TO THE ANIMAL CONTROL ORDINANCE PERTAINING <br /> TO FOWL INSIDE THE CITY LIMITS AND DOG RESTRAINTS AND PENS <br /> Animal Control officer Jeff Pender addressed the council with the proposed <br /> amendments to the animal control ordinance. Mr. Pender said the committee met and <br /> made several changes to the proposal. After an explanation of the changes, the Mayor <br /> opened the floor for discussion. Several members of the audience addressed the council <br /> with concerns about the limitation of fowl and the tethering of dogs. After a lengthy <br /> discussion, the Mayor closed the floor for discussion. Mr. Stalker said he should have an <br /> ordinance reading for review at the next meeting. <br /> B) CONSIDER A RESOLUTION TO QUITCLAIM CERTAIN PROPERTY TO VITAL LINK <br /> Councilmember Insell introduced a resolution authorizing the mayor and city clerk to <br /> execute a quitclaim deed to property belonging to the city to Vital Link, Inc. Mr. Stalker <br /> read the resolution in full. Mayor Elumbaugh explained that several years ago, Vital Link <br /> gave the city a portion of their property to make a drainage ditch. The Mayor said the <br /> property in question is not used or will not be used by the city and lies next to the Vital <br /> Link property. Vital Link is expanding their shop and needs the property for a driveway to <br />
