Mr. Tate and Mr. <br /> Johnson said they believe a lot of the problem is the recent work done at the <br /> Pioneer Football field and paving on new parking lot at the High School. Mayor <br /> Elumbaugh said the City has just recently done some work in the neighborhood <br /> but there has not been a substantial rain since the work has been completed. <br /> The Mayor and the Council said they are aware of the flooding problems that are <br /> all over the City. The City's Engineer, Mr. Damon Johnson is working with the <br /> Planning Commission with the new Sub-Division regulations and he said they are <br /> addressing drainage issues. <br /> B) MASTER GARDENERS <br /> Ms. Sherry Adcox and Ms. Ann Luster addressed the council regarding <br /> Pioneer Cemetery. The Master Gardeners have in the past done work in the <br /> cemetery, however they said that they needed funds and manpower to beautify <br /> the cemetery. They are proposing to set up a Friends of Pioneer Cemetery non- <br /> profit 501 C-3 fund and have fund-raisings to help with the maintenance of the <br /> cemetery. Since the Pioneer Cemetery property belongs to the City, they are <br /> asking for the City's permission. Councilmember Matthews moved to allow the <br /> group to establish the non-profit fund and help maintain and beautify the <br /> cemetery. Councilmember Pectol seconded. All voted for. <br /> C) CUB SCOUTS PROPOSAL <br /> Mayor Elumbaugh said the Cub Scouts have not yet brought a proposal to <br /> use the old Animal Control building at Riverside Park. <br />
