Phase I Environmental Site Assessment <br />Riverside Conoco <br />1350 Myers Avenue <br />Batesville, Arkansas <br />Riverside Conoco (Subject Property) <br />The subject property was identified in the RST database. A review of Arkansas Energy <br />and Environment's Division of Environmental Quality (DEQ) database information <br />indicated that the property operates subject to a regulated storage tank permit <br />(32001640) and has received Arkansas Facility Identification Number 32-00292 due to <br />the operation of two (2) underground storage tanks (USTs). The USTs each have a <br />capacity of 10,000 gallons, are composite construction, contain gasoline, and were <br />installed in 1999. The UST system utilizes pressure piping constructed of <br />fiberglass-reinforced plastic. Release detection methods include tank and line tightness <br />testing, automatic leak detection, and inventory controls with an automatic tank <br />gauge. Overflow protection includes spill catchment basins and an automatic high-level <br />alarm. No releases have been reported from the UST system. Two (2) violations were <br />noted in an October 2022 compliance evaluation: (1) failure to provide documentation <br />for release detection for UST system, (2) failure to pay tank fees. In addition to the <br />violations, DEQ noted that the facility had been abandoned and therefore, the tanks <br />should be emptied and placed in temporary closure. Tank #1 had 8" of product and <br />Tank #2 had 9" of product at that time. <br /> <br />A review of available information, based on distance, apparent topographic gradient, <br />and/or regulatory status, revealed that the remaining facilities identified in the <br />databases do not present an environmental concern for the subject property at this <br />time. <br />4.2 EDR Historical High-Risk Facilities <br />EDR searches business directories and provides a listing of high-risk historical facilities <br />(historical auto stations, historical cleaners, and manufactured gas plants) located <br />within the recommended ASTM search radii. The information is provided in the EDR <br />regulatory report presented as Appendix D. The subject property is listed as a <br />gasoline service station for the years of 2003-2014. <br />4.3 Historical Records Review <br />The historical records review revealed that the subject property was first developed as <br />a dirt lot some time between 1942 and 1963. Around 2000, the present-day <br />convenience store and gasoline service station were constructed. Surrounding <br />properties have been commercial/office in use, with two (2) bank buildings and a <br />coffee shop to the north, a VFW constructed around 2000 to the east, and a <br />florist/bait shop to the west. <br />10 <br />
