B) THIRD AND FINAL READING OF AN ORDINANCE TO REGULATE THE <br /> OPERATION OF PERSON TO PERSON SOLICITORS <br /> Councilmember Matthews moved to suspend the rules and read the ordinance <br /> by title only. Councilmember Shetron seconded and the roll call count was 6 for <br /> and 0 against. Mr. Castleberry read the ordinance by title only. Ms. Henley said <br /> she was for the ordinance but still did not like the 7:00 PM quit time. She said <br /> during the winter months you will have solicitors after 5:00 PM when it is dark. <br /> She said she would like the ordinance to specify dawn to dusk. Mr. Castleberry <br /> said there is at least one city that has that provision in their ordinance, however, <br /> through his research, he thought the 9:00 AM to 7:00 PM times would be good <br /> for the City. Councilmember Matthews said this was a good start and the council <br /> could amend the ordinance at a later date if they felt the need to. <br /> Councilmember Shetron moved to adopt the ordinance and Councilmember <br /> Henley seconded. The roll call count was 6 for and 0 against. Mr. Castleberry read the <br /> ordinance in full. Councilmember Matthews moved to suspend the rules and <br /> waive the second and third readings.
