B) SECOND READING OF AN ORDINANCE TO REGULATE THE OPERATION OF <br /> PERSON TO PERSON SOLICITORS <br /> Councilmember Insell made a motion to read the ordinance by title only. <br /> Councilmember Bryant seconded and the roll call count was 8 for and 0 against. <br /> Mr. Castleberry read the ordinance by title only. Councilmember Henley expressed <br /> her concern about the hours set for solicitors. Mr. Castleberry stated that municipal <br /> league recommends 9:00 p.m. to be the ending time but he felt that 7:00 p.m. would <br /> be a good middle ground for Batesville. It was discussed using similar regulations <br /> as the hunting guidelines, when it became dark, but that in the winter time it gets <br /> dark at 5:00 p.m. and most people are just getting off work at that time. There being <br /> no more discussion the item will be placed on the next agenda for the third and final <br /> reading. <br /> C) CONSIDER A RESOLUTION TO REVISE AND UPDATE THE COMPREHENSIVE <br /> PLAN <br /> Councilmember Bryant introduced the resolution to revise and update the <br /> Comprehensive Plan. Mr. Chad McClure came before the Council to discuss <br /> several changes that need to be made to the plan. Mr. Castleberry read the <br /> resolution in full. Councilmember Bryant made a motion to adopt the resolution. <br /> Councilmember Insell seconded and the roll call count was 8 for and 0 against. The <br /> Resolution was given # 2013-05-01-R. <br /> D) CONSIDER AN ORDINANCE TO AMEND THE BATESVILLE ZONING DISTRICT <br /> MAP AND OTHER PUROPSES <br /> Councilmember Insell introduced an ordinance to amend the Batesville Zoning <br /> District map and other purposes.
